Time Warner Cable has named Scott Miller and Rick Whaley as vice presidents of technical operations for northeast Ohio and western Pennsylvania, the operator's third-largest division.

The division has been reorganized into two service areas: Metro, encompassing greater Akron and Cleveland; and Suburban, comprising the outer belt of the division, including Erie, Penn., south through Youngstown, west to Mansfield and north to Port Clinton.

Miller will manage the Metro area, and Whaley will handle the Suburban area. Both will oversee the area management teams and employees and are responsible for meeting subscriber-growth goals, customer-service standards and financial targets.

The changes come less than a month after TWC named Vin Zachariah the division's regional vice president of operations, replacing Steve Fry, who retired after 39 years with the company.

"Scott and Rick have proven themselves to be great leaders and I feel fortunate to have them on our management team," Zachariah said. "Their dedication to the customer is a key motivating factor to all of our front-line employees."

Miller joined TWC in 1987 as a financial analyst at Time Warner Cable's National Division office. In 1990, he began with the Northeast Ohio division as manager of financial services, and then was promoted to director of financial analysis and accounting. Miller served as the division's vice president of finance for eight years.

Whaley began his career in the cable television industry with Tele-Communications Inc. in 1991. He then served as general manager at Adelphia Communications for more than six years prior to being named Time Warner Cable's vice president and general manager of operations in 2006.
