Light touch for Swedish pay-TV regulation

By Julian Clover

Sweden’s Post and Telecommunications agency PTS has proposed the regulation of terrestrial pay-TV channels be eased.

Launching a consultation on the issue, the PTS said it had found transmission company Teracom to hold significant market power (SMP) in the wholesale market of free-to-air TV. The body is proposing continued regulation of the free TV market in order to allay competition concerns. However the greater mobility of end users between terrestrial, satellite and IPTV services had lead to increased competitive pressures at the wholesale level.

The consultation will end on April 23 and talks are being held with the Konkurrensverket (Swedish competition authority), the Radio- och TV-verket (RTTV) and the European Commission.
