I bought a Sky NDS blocker and i dont know what to do with as the person which i bought the blocker from told me it needs programing, could anyone please advice me and help how to do this,

The trick is to add #06 42 F9 DB FF FF 00 17
To the existing control
This bring it down to zero
Then add this control #06 42 DB 00 00 00 F0 01

is it for UK o italy nds system?
You need to use a Picard2,dismount the chip 16F876 and the 24c64 from the bloker,using cas 3 for programming.If you are using 16F628 you can't use with nds,that for seca.If you give me any info about card i can help you
