Message: implement a failban functionality new parameter failbantime=0|<minutes> default 0 in [global]. If parameter is 0 or not existant no failban is performed. If parameter has a value an ip address which connect and has no useraccont becomes banned for this time. See debuglog for some output. Blacklist becomes deleted over restart. Tested only with camd35 protocol. Webif implementation of parameter will follow later - set the parameter manually for now.
