Until now, DVBAPI could override the ratelimit on a reader
completely. This creates problems (see #2322). Thus,
from now on the behaviour is changed: A DVBAPI user is
prioritized but now throws another client out of the
priority list and reserves its space instead of just
always overriding (it may be that when this happens,
the ratelimit is not exactly matched within that timeframe).
The DVBAPI user can do this override only once within
ratelimitseconds. This is done in order to solve problems
when the user is switching channels very fast. The user
then just has to wait a bit until he gets the channel opened.
