the fact is the concerned card is not millenium but Omnia , 10€ ( and less ) is the price of the private update not the card its self ( and yes the card sold at 20-25 €), and its open csat/c+ and bistv on 19e ( not tested on 13e since they switch to mpeg4). but you know what ? this happen in Algeria not europe.
