Further automation added to the admin functions for creating regional bouquets.
Tar archives are now created automatically for each region.
Tar archives are now FTP'd to the DBUK server automatically.

These additions are only for the DBUK team I'm afraid. However, with this automation in place it helps keep the DBUK bouquet updater plugin bang up to date with the services database.

Fixed an issue with the regional admin function, where bouquet sets for the plugin where built incorrectly.
Some minor code improvements.

Sorry for the delay on this. Development has been moved to a new machine because of hardware problems. The move created several issues but hopefully everything is back on track now.
