I have a problem with my puter, when watching a program on tv player or an online film the picture keeps stopping for a few seconds like as if its its reoading, can someone please help me to solve this in an easyly understandeble language, thanks

The problem is in your internet connexion, there is a relationship with your internet speed.

Ask your internet provider..

If you have other programs running using your internet bandwith close those. Do a speedtest (f. eks. speedtest.net) to check that you have the speed you pay for.

If your internet is too slow to play movies the buffer is soon empty and it will wait a while to fill the buffer again.
There's not much you can do but get a faster connection. Like reiras says, disable everything else that uses your connection.

The speedtest is to check your connection, if it's slower than what your paying for then complain with your provider.
