My Delta cam works, T-rex also so UPC has found a bug that can be used bring the Diablo cam to fail.

So the problem affects only Diablo as far as _I know.

You should be able to bay the delta on almost every sat shop, and no you can't programm it with CAS studio and CAS HW, you need this http://www.satonline.ch/shopping/ci-...cam_-Delta.php.
