Many provider´s use that ATR.
It´s quite about conax systems.
Mutch to explore about the smartcard.
No clean specifications about conax providers.
Presumably high secure system. (With very few bug´s at these day´s)

Winexplorer.

Do some logging then try to send to card with winexplorer.

Example:
