Local cards for 19.2E

I'm searching for help, if somebody can help it would be awesome !
i have a cas interface3 and a blackhole 3.0.3 receiver.
I would like to know, which local card is used for astra19.2 channels e.g. Csat, tntsat, bistv,
Is it possible to create such cards using a programmer as cas3.
