Tv globo keys

Is there anybody who could explain why the key for globo
( c102 Hotbird 13E )
is not public because many many brasilan people in europe doesn´t
want to pay 20 bugs per month for one of two brazilian tv stations here!. Its horrible expensive!
In brazilia they never had to pay this for the same program and even more. At this time only two providers transferring two programs for
us in europe.
Please log and send the keys for us we´re patient looking forward.
