FCC Scrutinizes OTARD Cases

During May, the Federal Communications Commission will take comments on two petitions that deal with the agency's Over-the-Air Reception Devices Rule (OTARD). The first, from James Bannister of San Jose, Calif., asks the FCC to determine whether antenna restrictions from the Ponderosa Woods Homeowners Association that prohibit antenna installations without prior approval are preempted by the rules. The second petition, from Richard Rhoad of Westerville, Ohio, asks whether the antenna restrictions of the Villas at Highland Lakes Board of Trustees are preempted by OTARD.

PROGRAMMING - Sirius Satellite Radio said it entered into an agreement with sports talk personality Scott Ferrall to continue to host "The Scott Ferrall Show," a live weeknight sports call-in show on the satellite radio service. The programming is hosted on Howard 101, one of Howard Stern's two exclusive Sirius channels.
