Qvest, Ateme and Scaleway launch sovereign OTT offer

Qvest, Ateme and Scaleway have launched a joint sovereign OTT platform offer for European broadcasters, media groups and sports rights holders.
The production-ready platform combines Scaleway’s European cloud infrastructure, Ateme’s video technology and Qvest’s consultancy, systems integration and managed services capabilities.
The partners say the offer is aimed at media organisations that want greater control over streaming infrastructure, data and long-term technology strategy, as regulatory and procurement pressure around digital sovereignty increases across Europe.
The platform covers ingest, live encoding, packaging, origin, CDN, server-side ad insertion, DRM, analytics and frontend integration. Customers can use it to launch new streaming services, migrate existing OTT platforms or run the service through Qvest as a managed service partner.
Scaleway provides the cloud infrastructure, while Ateme supplies video processing, delivery and monetisation components. Qvest is responsible for architecture, integration with third-party systems such as DRM, players and analytics, and ongoing operations where required.
The companies said the collaboration is aligned with the European Union’s Cloud Sovereignty Framework and SEAL sovereignty model, which are becoming reference points in public procurement. Qvest said it would design deployments to meet the specific requirements of individual tenders, rather than making a single absolute sovereignty claim.
Tobias Künkel, Managing Director at Qvest Engage, said: “The growing awareness and demand around digital sovereignty has moved beyond strategy. Now, broadcasters need solutions that can be implemented.”
Rémi Beaudouin, Chief Strategy Officer at Ateme, said the partnership gave broadcasters “a practical path to modernize their OTT platforms while maintaining greater control over their infrastructure, operations and data.”
The three companies will demonstrate the platform at IBC2026 in Amsterdam in September.
