Elisa Eesti deploys Zattoo Orchestrate for TV service

Estonian telco Elisa Eesti has put Zattoo Orchestrate into full production as the platform layer behind its Elisa Elamus TV service.
The deployment allows Elisa to modernise its TV infrastructure without replacing its existing apps, devices or underlying infrastructure.
The rollout makes Elisa Eesti the first operator to use Zattoo Orchestrate in full production behind a complete pay-TV service, according to Zattoo. The operator is using the modular platform approach to replace parts of its existing TV stack incrementally rather than carrying out a full platform migration.
Zattoo Orchestrate provides the management layer for Elisa Elamus, handling product configuration and business logic across content, subscribers and commercial models. It includes backend and frontend APIs as well as a management console through which Elisa teams configure content, products, packages, brands and editorial pages.
The platform sits between Elisa Eesti’s infrastructure and its customer-facing applications. Elisa continues to operate its own apps and set-top boxes, while Zattoo Orchestrate provides the platform layer connecting them. The system is deployed on-premise in Elisa’s own data centre in Estonia, with customer data remaining in the operator’s infrastructure.
The deployment covers the complete Elisa Elamus TV offering, including live television, the electronic programme guide, replay, recordings and video-on-demand. It is available across set-top boxes, smart TVs, web and mobile devices.
The rollout began with the platform at the end of July 2026, followed by set-top boxes during August. For customers, the change is designed to be transparent: Elisa Elamus continues to be delivered through the existing apps and devices, and subscribers retain their existing Elisa accounts.
“We chose a modular platform layer over a full stack so we can modernise what sits behind Elisa Elamus while keeping our apps, our devices and our infrastructure in our own hands – and move faster,” said Joosep Põllumäe, Director Group Entertainment Solutions at Elisa Eesti. “Our customers stay with the service they know, and we gain a modern foundation we control end to end.”
Zattoo Orchestrate is one of three modules in Zattoo’s Modular portfolio. The other components are Zattoo Ingest, which handles content acquisition and preparation, and Zattoo Stream, which provides delivery and playback with ad insertion. Operators can deploy individual modules rather than adopting the entire Zattoo platform.
“Operators are modernising their stacks layer by layer, and Orchestrate is built for exactly that,” said Paul Fournier, Chief Operating Officer at Zattoo. “With Modular, an operator doesn’t have to adopt a whole platform to close a single gap – it can take the layer it is missing.”
The deployment adds Elisa Eesti to Zattoo’s growing base of customers using its Modular technology. Zattoo operates its own TV streaming services in Switzerland, Germany and Austria and also supplies technology to media companies and network operators internationally.
Elisa Eesti is part of Finnish Elisa Oyj and is Estonia’s leading mobile provider. It is also the country’s second-largest provider of cable and network-based entertainment services.
