The Austrian Parliament is introducing C2PA Content Credentials across newly produced video-on-demand content in a move designed to make the origin and editing history of its official videos verifiable.

Broadcast and streaming technology company Big Blue Marble is adding the credentials as part of the automated processing and delivery workflow for the Parliament’s VOD platform.

C2PA – the Coalition for Content Provenance and Authenticity – provides an open standard for recording the provenance of digital media. Information including the source, editing history and a digital signature can be embedded with the content and subsequently checked by compatible players and services.

“As a public institution, it is particularly important to us that audiovisual content can be clearly identified as reliable,” said Roland Weinert, Director of the Austrian Parliament. “C2PA provides greater transparency and makes the provenance of our published videos technically traceable.”

Big Blue Marble is included on the C2PA Conformance List. For the Parliament, signing takes place within the company’s Cloud Video Kit, meaning credentials are generated automatically as video is prepared for publication rather than through a separate production process.

The technology provides provenance information rather than preventing a video from subsequently being copied or manipulated. A compatible service can use the credentials to establish the source and whether the signed content has been altered.

The deployment follows an earlier project involving the Austrian Parliament, broadcaster ORF and Vienna-based zerothird that used quantum cryptography to secure a television transmission between Parliament and ORF.

The two approaches address different parts of the video chain: the quantum cryptography project was designed to protect the transmission path, while C2PA provides a mechanism for establishing the provenance and integrity of published content.

“Our collaboration with the Austrian Parliament showcases how public institutions can successfully embrace new digital content standards,” said Norbert Grill, CTO of Big Blue Marble.

The deployment comes amid growing interest in content provenance technologies as broadcasters and public institutions consider how authenticated media can help distinguish their original material from manipulated and AI-generated content.
