Forecast: Singapore fixed broadband service revenue market set for growth
October 8, 2026

Singapore’s fixed broadband service revenue is expected to increase at a compound annual growth rate (CAGR) of 3.1 per cent over the forecast period 2025-2031, driven by steady gains in residential and business fixed broadband access lines, and a gradual increase in the adoption of premium multi-gigabit fibre plans, forecats GlobalData, the intelligence and productivity platform.

GlobalData’s Singapore Fixed Services Forecast (Q2-2026) reveals that the residential fixed broadband access lines in the country will increase at a CAGR of 3.6 per cent over the forecast period as more households sign up for high-speed fibre broadband services for their remote working and home entertainment needs and for connecting a growing number of smart-home devices. Discounted high-speed fibre plans offered by operators like Singtel and StarHub will drive growth in fixed broadband access lines in coming years

Business fixed broadband services revenue will grow at a steady 3 per cent CAGR over 2025-2031, as enterprises and SMEs increasingly opt for higher-capacity fibre plans offered by telcos to support cloud adoption, video collaboration and data-intensive applications. For instance, Singtel offers 10 Gigabits per second (Gbps) symmetrical business fibre broadband over XGS-PON, while SPTel targets SMEs with enterprise broadband plans that come bundled with DDoS attack detection, a bandwidth utilisation dashboard and a Wi-Fi 7 router.

Sarwat Zeeshan, Telecom Analyst at GlobalData, commented: “Fibre will remain the backbone of Singapore’s fixed broadband services market, accounting for 99.7 per cent of total fixed broadband lines in 2025 and retaining its near-complete share through 2031. Government-led network upgrades are accelerating the shift to multi-gigabit speeds. For instance, the government of Singapore announced an initiative to upgrade its fixed broadband architecture to deliver symmetrical 10Gbps nationwide speeds by 2026. For the purpose, the government has committed up to SGD100 million (€67m). By 2028, more than half a million households across the country are expected to benefit from the enhanced broadband infrastructure.”

Singtel, the country’s largest fixed broadband operator, continues to strengthen its position through a tiered 3Gbps-10Gbps fibre portfolio, Wi-Fi 7-enabled plans and bundled value-added services such as Broadband Protect security, Singtel TV and streaming content. StarHub on the other hand completed its full acquisition of MyRepublic Broadband in August 2025 to reinforce its multi-brand broadband strategy.

Zeeshan concluded: “Future growth in the fixed broadband service market will come less from new connections and more from speed upgrades, value-added services and enterprise demand. Operators will continue to push 10Gbps and Wi-Fi 7 bundles, fixed-mobile convergence offers and security add-ons to maintain ARPS and drive revenue growth in a highly competitive market.”
