The maximum dish size varies between different councils. The norm is 2 dishes, 1 being a maximum of 1m and the other being a maximum of 60cm. Although I have seen houses with three or four dishes on them certainly in the London area. For Nilesat you will need at least a 2m dish and even then you will struggle.

In the biggest city in the West Mids it is 2 dishes of 1M and 60cm but that is only the maximum that can be fitted without planning permission. If you wanted a single larger dish you could contact the planning department in an informal way with the details of what you want to install. What dish and where you would like to locate it and providing a reason might help sway them. They will contact you when they have evaluated the proposal on whether it is likely to succeed so that you don't need to pay for planning approval with no chance of getting it.
I was told this recently when I spoke to Birmingham planning department.
You can contact them by email with your proposal see the website for the address.
But judging by what has already been said, it doesn't look promising that any reasonable sized dish is going to be enough for that Satellite. You could try, it won't cost you anything, but don't get your hopes up.
