Now as you've noticed by now this is just the info you need to "find" Spice on Hotbird and not, say the Keys' needed to decode it.
As for Spice beeing only able to run from 22h (or 0h fwiw), till 5h CET is nothing new. I've seen this happen a number of times with-in the last Year (or so),. Usually due to a Keychange, I'd give it less then a Month till Spice is back on air 24/7 again...
Granted if someone can workout the new Key / CAIDs needed to open it.
